Golf Cart Registration Rules in UAE: What You Need to Know

Golf carts in the UAE are generally treated as off-road vehicles meant for golf courses, hotels, and private communities, and most are not registered for public road use. Registration only comes into play when a cart is made “road-legal” and used on public streets, in which case it must follow normal UAE vehicle and driver rules.

Are Golf Carts Allowed on UAE Roads?

Most standard golf carts are not authorized for general road use in the UAE and are intended mainly for golf clubs, hotels, resorts, and other enclosed areas. Using a cart on normal public roads or pedestrian walkways can lead to penalties, because any vehicle on the road network must comply with federal traffic laws.
In many gated communities and private developments, carts are allowed on internal paths, but each community sets its own rules on where and how they can be driven.

When Is Registration Required?

For “community-use only” carts that remain inside compounds, resorts, or golf courses, traffic authority registration is generally not required, as they do not enter public roads. However, once a cart is converted to be road-legal and used on public streets, it must be registered like any other vehicle with the competent emirate traffic authority.

Registration normally requires:

Passing a vehicle inspection at an approved testing center (if applicable by age).
Valid UAE motor insurance issued by an authorized insurer.
Payment of all traffic fines and registration fees before issuance of the Mulkiya (ownership card) and plates.

Driver’s License and Age Rules

On golf courses and fully private premises, a UAE driving license is typically not required, but the facility or community may set its own minimum age or internal permit system. Once a golf cart is registered and used on public roads, the driver must hold a valid UAE driving license, just as with any other registered vehicle.
Many modern communities prefer licensed drivers for safety and liability reasons, even when carts are used only on private paths.

Safety and Road-Legal Modifications

To be considered for road use, a cart generally needs to meet “low-speed vehicle” style standards, including basic safety features. Typical requirements in such setups can include:

Headlights, taillights, indicators, mirrors, horn, and reflectors for visibility.
Seatbelts and proper seating for all passengers.
• A speed-limited configuration appropriate for low-speed zones only.

Even inside compounds, communities often enforce speed limits and ban carts from busy pedestrian areas to avoid accidents.

Community Rules vs Government Rules

There are two layers of regulation to respect:
